Director of Operations

Noor Hafow Bare

Noor Hafow Bare serves as the Director of Operations at ASAL iLab, where he oversees the day-to-day execution of the organization's mission translating a nonprofit's training mandate into a well-run institute that delivers curriculum, manages resources, and keeps the lab's engineering pipeline running smoothly. He is a software engineer, operations leader, and builder working at the intersection of technical execution and organizational management, ensuring that ASAL iLab's ambitions on paper become realities in the classroom and in the systems it runs on.

A full-stack software engineer with a Bachelor's degree in Information Science (IT), Noor combines hands-on technical capability with the operational discipline needed to run a growing training institute. His technical foundation is reinforced by professional certifications including the IBM Full Stack Software Developer credential, Google IT Support Professional certificate, and IBM Data Analyst Professional certificate giving him fluency across the full stack, from infrastructure and support to data and application development. His working stack spans React, Next.js, and TypeScript on the frontend; Python (FastAPI) and C#/.NET on the backend; and PostgreSQL for data persistence, alongside broader cloud and infrastructure tooling.

Beyond ASAL iLab, Noor is a software engineer at Asal Core Technologies, where he contributes to the development of business management systems used by SMEs, working across the same real-world production systems that ASAL iLab's students learn to build. He has also served as Project Manager at CMME, a Somali-led NGO, where he brought technical and organizational oversight to institutional initiatives—further evidence of his ability to operate effectively at the intersection of engineering delivery and program management.

His engineering credibility extends into competitive innovation as well: Noor led the Garissa University Innovation Centre team to victory as Team Leader at Origin Fest Hackathon IV (2025), where the team was named Overall Winner and received the Overall Best Innovation Award outcompeting participating teams from institutions across Africa. The recognition reflects both his technical leadership and his ability to translate an idea into a working, judged solution under pressure.

Noor is currently deepening his data capabilities through structured, self-directed study in SQL and PostgreSQL for analytics and business reporting, and is evaluating a long term intent to pair technical depth with the strategic and managerial grounding needed to lead technology organizations at scale.

Noor believes that an institute like ASAL iLab succeeds not just on the strength of its curriculum, but on the operational rigor behind it the systems, processes, and follow-through that turn training into outcomes. Through his roles in operations, engineering, and project leadership, he continues to build both the organization's internal capacity and the technical products that extend its impact beyond the classroom.
